About Frank

Frank has more than 15 years of experience in operations and project management, coordinating institution programs, implementing capacity building tools and information resources, and fostering relations among project stakeholders. He has experience bridging technical solutions to business processes, effectively contributing to the tracking, communication, and information management of project deliverables. He is a specialist in process development and design of organizational management for infrastructure projects, international development initiatives, institution governance and capacity building.

Frank has proven experience in institutional knowledge creation and exchange. As Executive Vice President and COO at Laisar Management Group, Frank designs, implements policies to promote company culture and vision and manages operations to keep projects on track.

Frank’s experience with Socio-Economic Impact and Sustainability Reporting provides project stakeholders with valuable insights into key trends in their industry, communicating the right content with impact. His capabilities enable Laisar to deliver often technical and complex content in a simple, impactful way through innovative infographics and data visualization.

Frank supports a wide range of programmatic, communications, and reporting ideas to align global socio-economic impact report with local and global audiences for clients, thereby strengthening their position in global economic inclusion and supplier diversity impact reporting.

He has extensive knowledge management, harnessing information, data, and programmatic experience, conducting assessments of public and private sector stakeholder engagement, exploring innovative, collaborative, and financing mechanisms for the implementation of projects driven by sustainable impact on community development.

Frank holds a Master’s degree in Applied Development with a concentration in International Development from Tulane University. His language skills include English, French (native language) and Spanish (Fluent).

Applied Development

Passionate and driven international development expert with proven experience in program design, planning, corporate management, and implementation across Sub-Saharan Africa in the areas of economic development, global health, digital economy, and social entrepreneurship start-ups. Since 2009, coordinated program strategy and growth for international development, US Government agencies, non-profit organizations, and private sector in 12 countries in Africa. Led more than 70 country engagements, developing and cultivating relationships, building strategic partnerships between program stakeholders including governments, private sector, and civil society organizations.

Frank’s Country experience includes Benin, Burkina Faso, Democratic Republic of Congo, Costa Rica, Côte d’Ivoire, Ghana, Guatemala, Guinea, Haiti, Kenya, Mali, Mozambique, Nigeria, Senegal, Singapore, Sudan, Tanzania (Zanzibar), Togo, United Arab Emirates, United States.
