Job Summary

We are looking for a DBE and Workforce Compliance Manager with a passion and experience for community and stakeholder outreach to be responsible for managing and coordinating the implementation of the Project DBE Subcontracting Plan, On-the-Job Training Plan (OJT), and Public Involvement Plan (PIP). Ideally, the successful candidate has experience in federal infrastructure and construction projects, DBE and certified payroll , and community outreach in the Washington, DC Metropolitan (DMV) Area.

Responsibilities include Interpreting, analyzing, and making recommendations that improve the successful implementation of the On-the-Job Training Plan (OJT). Serve as a primary point of contact for workforce development procedures, and DBE Subcontracting Plan management.

Responsibilities

  • Assess the effectiveness of training programs through feedback, surveys, and performance metrics and making improvements as needed.
  • Maintain accurate records of training activities, attendance, and workforce progress.
  • Manage the budget allocated for training activities, including cost analysis and optimization. Ensure that training programs comply with relevant regulations, industry standards, and program policies.
  • Manage the implementation of the DBE Subcontracting Plan to comply with the project’s DBE goals and best efforts.
  • Provide reports and data, and other relevant metrics to program management.
  • Represent the Project at strategic outreach events.
  • Work with Project and Client Public Relations team on local messaging for local and small business community.
  • Meet regularly with project team on project schedule.
  • Represent Client at community outreach events and man vendor outreach table.
  • Become knowledgeable about the project and the required vendor qualifications necessary to be considered for subcontracting opportunities.
  • Identify and solicit local, diverse firms that have the necessary qualifications to contract with Client and its various contractors.
  • Coordinate the identification of local, diverse companies that meet qualifications but are not yet certified and provide guidance on the MDOT DBE certification process.
  • Maintain and provide a quarterly and comprehensive report of business contact outcomes.
  • Support the preparation of compliance reporting.
  • Coordinate with cross-discipline team members to make sure that all parties are on track with project requirements, deadlines, and schedules.
  • Establish effective project communication plans and ensuring their execution.
  • Facilitate change requests to ensure that all parties are informed of the impacts on schedule and budget.
  • Conduct post-project evaluation and identifying successful and unsuccessful project elements.

Experience

  • Relationship Building skills: including new lead research, preparing, and conducting presentations and development of strategies to understand stakeholder objectives and communicate the program(s) to diverse audiences in the community.
  • Project Management skills: including prioritizing, goal setting, and projecting outcome through event management, communications and marketing, and community activity levels. Goal and results oriented are a must. Demonstrated ability to work independently, manage multiple projects and deliver high quality, accurate results while operating in a diverse environments.
  • Technical Skills: including using Microsoft Office, social media, and video conferencing software/platforms.
  • Communication skills: including the ability to engage and speak to a diverse audience. Strong interpersonal skills including public speaking and writing as well as some experience in creating content for social media.
  • Ability to work a flexible schedule outside of standard office hours, including weekends as needed.
  • Must be able to maintain confidential and sensitive information.
  • Excellent written and verbal communication skills.
  • Comfortable with public speaking engagements and presenting information to diverse audiences.

Qualifications and Experience:

  • Bachelor’s degree in business, or related fields.
  • Preferred experience of 5-10 years within the infrastructure, construction community, including stakeholder outreach activities or an equivalent combination of experience.
  • Experience with construction projects and suppliers.
  • Familiarity and experience working with labor unions.
  • Experience with community outreach.
  • Outstanding written communication and presentation skills.
  • Strong experience preparing reports.
  • Proven experience in project management.
  • Ability to lead project teams of various sizes and see them through to completion.
  • Strong understanding of formal project management methodologies.
  • Strong problem-solving and decision-making skills.
  • Experience with managing a CRM is a plus.
  • Exceptional strategic thinker.
  • Business acumen. Someone who will quickly pick up on how our business works.
  • Must be motivated, flexible, detail-oriented, with strong organizational and team skills.

Job Type: Full-time

Salary: $65,000.00 – $75,000 per year
